What is the TIPS Clone Project?
TIPS (TARGET Instant Payment Settlement) is a real-time payment system managed by the European Central Bank that enables money transfers in Euro to take place in seconds. TIPS is widely used across Europe as a platform that supports instant payment transactions between banks.
The TIPS Clone Project is an initiative to technically “clone” this system for non-European countries to transact in their national currency or the Euro. By implementing this system within the country, Montenegro aims to provide its citizens and business community with a modern payment infrastructure that is compatible with Europe.

Montenegro's Role and Accession Process
Montenegro invested technically and financially in this project with a loan of EUR 8 million from the World Bank in 2025. The project is implemented under the guidance of the European Central Bank and with the technical support of the Bank of Italy. Within the framework of this cooperation, the Central Bank of Montenegro coordinates system integrations, regulatory adjustments and digital infrastructure investments to align the country's payment infrastructure with TIPS.

The main objectives of this process are:

  • Dissemination of digital wallet applications,
  • Reducing the informal economy,
  • Facilitating the integration of SMEs into financial systems,
